उत्तरकाशी : आजादी के पहले से ही कूड़े के निस्तारण का स्थान सुनिश्चित नहीं हैं. साल 1918 से साल 1957 तक सैनिटेशन कमेटी के तहत उत्तरकाशी नगर में सफाई कार्य का संचालन हुआ. फिर देश आजाद होने के बाद 1958 में पहला पालिका बोर्ड संचालित हुआ. तब से लेकर अब तक नौ बार निर्वाचित पालिका के बोर्ड ने नगर में स्वच्छता का संचालन किया, जबकि चार बार पालिका का संचालन प्रशासक के जिम्मे रहा लेकिन आज तक कोई भी निर्वाचित बोर्ड व प्रशासक उत्तरकाशी के कूड़े के प्रबंधन के लिए सही स्थान नहीं चुन पाया.वर्षो तक तेखला के निकट तो हाई कोर्ट की पाबंदी के बाद कभी रामलीला मैदान की कनसेन के पास कूड़ा नगर में नाचता रहा। जब हर जगह कूड़ा डंप का विरोध हुआ नगरपालिका ने तांबाखानी सुरंग के बाहर के रास्ते में कूड़ा उड़ेलना शुरू कर दिया ।यह हर नियम के विरुद्ध है चाहे एन जी टी के नियम हो या गंगा प्रदूषण बोर्ड या नमामी गंगे ।गंगा तलहटी के ऊपर कूड़े का पहाड़ खड़ा करना आस्था पर भी वार हे और हम लोगो के जमीर पर भी।
काशी की धरती जिसे कलयुग में स्वर्ग कहा गया हे उत्तर में शिव की नगरी कहा गया हे इस पुण्य जगह पर जन्मा हर प्राणी अपने पूर्व कर्मो के फल के परिणाम स्वरूप उत्तरकाशी देवों की भूमि में जन्मा है लेकिन हम सबने काशी की नगरी शिव की नगरी में शिव के अतिप्रिय मां गंगा जो की स्वरगलोक से साक्षात अवतरित हे को उनके उद्गम स्थल से मात्र 150 किलोमिटर पहले सुरक्षित नही रख पारे हे।
उस नगर में जन्हा स्वयंभू शिवलिंग रूप में साक्षात बाबा काशी विश्वनाथ महादेव विराजमान हे।उनकी जटाओं में बसने वाली मां गंगा को हम उस पवित्र भूमि में सुरक्षित अविरल स्वच्छ नही रख पा रहे हे यह अत्यंत शर्मनाक है। एक तरफ हिंदू धर्म शास्त्रों में मां गंगा को सर्वोच स्थान दिया है जिसे पूजा पाठ के कर्मकांडो के समय हम पूजनीय मानते हे गंगा जल से शिव क अभिषेक करते है और जब उस मां गंगा की अस्मिता की बात अति हे फिर हमें फर्क नहीं पड़ता हमसे बड़ा ढोंगी हे कोई उसी को भगवान पूजनीय भी मानते हे समय जरूरत पर और जरूरत जब न हो तो फिर भगवान देवी स्वरूप पूजनीय सब गायब।
