जोशीमठ : जोशीमठ नगर क्षेत्र मे विगत वर्षों से हो रहे भू धंसाव व घरों मे दरारें पड़ने से भयभीत नगरवासियों की ओर से जोशीमठ बचाओ संघर्ष समिति ने पहल करते हुए शासन स्तर पर लगातार पत्राचार भी किया, लेकिन विगत 4 जुलाई को राज्य के अपर मुख्य सचिव व अवस्थापना विकास आयुक्त आनन्द बर्धन के जोशीमठ दौरे के दौरान नगर पालिका जोशीमठ के अध्यक्ष शैलेन्द्र पंवार ने भू धंसाव की घटनाओं से न केवल पत्र देकर अवगत कराया बल्कि भू धंसाव के कारण भूमि व भवनों मे पड़ी दरारों का भी स्थलीय निरीक्षण कराया।
जोशीमठ के अस्तित्व को रोकने लिए पालिकाध्यक्ष की पहल का असर भी हुआ, 4जुलाई को निरीक्षण हुआ,14 जुलाई को अपर मुख्य सचिव ने सचिव आपदा प्रबंधन को पत्र लिखते हुए कहा कि उनके द्वारा स्वयं जोशीमठ में जगह जगह भू धंसाव का अवलोकन किया गया,और यदि समय रहते उपचार नहीं हुआ तो भविष्य मे गंभीर आपदा से इनकार नहीं किया जा सकता।
अपर मुख्य सचिव के पत्र की गंभीरता को समझते हुए सचिव आपदा प्रबंधन रंजीत कुमार सिन्हा ने तत्काल विशेषज्ञ समिति का गठन करते हुए समिति में उप महानिदेशक भू-वैज्ञानिक सर्वेक्षण,निदेशक भारतीय प्रौद्योगिकी संस्थान,निदेशक वाडिया हिमालयन भू विज्ञान संस्थान,निदेशक सुदूर संवेदन संस्थान,एवं अधिशासी निदेशक उत्तराखंड राज्य आपदा प्रबंधन को नामित किया है।
समिति से 15 दिनों मे विस्तृतआख्या प्रस्तुत करने की अपेक्षा की गई है।
दरसअल जोशीमठ के अस्तित्व को बचाने के लिए पूर्व मे भी प्रयास हुए,वर्ष 1976 मे तत्कालीन गढ़वाल कमिश्नर महेश चन्द्र मिश्रा की अध्यक्षता मे उच्चस्तरीय विशेषज्ञ कमेटी का गठन हुआ था,उस कमेटी की विस्तृत रिपोर्ट मे भी जोशीमठ नगर के निचले हिस्से मे ब्लास्टिंग,टिपान,पर प्रतिबंध के साथ साथ सुरक्षा दीवार,वृक्षारोपण आदि सुरक्षात्मक उपायों के सुझाव दिए थे,जिस पर आज तक भी अमल नहीं हो सका,नतीजन सीमान्त धार्मिक एवं पर्यटन नगरी जोशीमठ के अस्तित्व पर खतरे के बादल मंडराने लगे है।
अब देखना होगा शासन द्वारा की गई पहल व उच्चस्तरीय समिति की रिपोर्ट के बाद जोशीमठ के अस्तित्व को बचाने के लिए सरकार किस स्तर पर योजनाओं को धरातल पर उतारती है,इस पर भू धंसाव के साये मे जी रहे नगरवासियों की नजरें रहेंगी।
