चमोली : मुख्यमंत्री पुष्कर सिंह धामी ने स्वतंत्रता दिवस की 75वीं वर्षगांठ के अवसर पर ग्रीष्मकालीन राजधानी, भराड़ीसैंण, गैरसैंण विधानसभा भवन परिसर में आयोजित कार्यक्रम में प्रतिभाग करते हुए ध्वजारोहण किया। इस अवसर पर मुख्यमंत्री पुष्कर सिंह धामी ने गैरसैंण नगर हेतु पेयजल योजना का निमार्ण कार्य , औषधीय एवं संगध पादप संस्थान औद्योगिकी एवं वानिकी विश्वविद्यालय मेहलचौरी गैरसैंण में कार्यालय भवन कक्षा कक्ष एवं सभागार का निमार्ण कार्य, कर्णप्रयाग में पंडित दीनदयाल उपाध्याय पार्क का सुधारीकरण एवं सौन्दर्यकरण किए जाने की घोषणा की। इस दौरान उन्होंने विधानसभा परिसर गैरसैंण में पौधारोपण भी किया।
विधानसभा गैरसैंण के प्रांगण से अपने संबोधन में मुख्यमंत्री पुष्कर सिंह धामी ने स्वतंत्रता दिवस के 75वीं गौरवशाली वर्षगांठ की बधाई एवं शुभकामनाएं दी। उन्होंने देश की आजादी के संग्राम में अविस्मरणीय योगदान देने वाले उत्तराखंड राज्य के सेनानियों का श्रद्धापूर्वक स्मरण किया। उन्होंने कहा यह देश के लिए अपना सब कुछ बलिदान कर देने वाले सैन्य और अर्धसैनिक बलों के शहीद जवानों की स्मृति के सम्मुख नतमस्तक हो जाने अवसर है, उन्होंने कहा प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में अमृत महोत्सव के रूप में मना रहे हैं. यह अमृत महोत्सव हमारे देश के समस्त महान स्वतंत्रता सेनानियों और शहीद सैनिकों को समर्पित है, इस समर्पण में अपने राष्ट्र को अभिनव और आत्मनिर्भर भारत में रूपांतरित करने का जन-जन का संकल्प भी समाहित है. इस महोत्सव के उपलक्ष्य पर फहराते तिरंगे से सुसज्जित हो कर देश का एक-एक घर दुनिया को यह सन्देश दे रहा है कि हमारे माननीय प्रधानमंत्री जी की सुदृढ़ इच्छाशक्ति, उनके दूरदर्शी नेतृत्व और मार्गदर्शन में एक राष्ट्र के रूप में हम लोग बहुत शीघ्र उस महत्वाकांक्षी स्वप्न को साकार कर लेंगे उन्होंने कहा देहरादून के जौलीग्रांट हवाई अड्डे को अंतरराष्ट्रीय स्तर का बनाया जा रहा है, केंद्र सरकार की क्षेत्रीय कनेक्टिविटी योजना के अंतर्गत 13 स्थानों पर हैलीपोर्ट का निर्माण किया जा रहा है.
मुख्यमंत्री पुष्कर सिंह धामी ने कहा की जल जीवन मिशन में हर घर नल, नल से जल के अंतर्गत राज्य के ग्रामीण क्षेत्र के 7 लाख से अधिक परिवारों को पानी के कनेक्शन दिये जा चुके हैं, इसके अलावा राज्य के 38 छोटे नगरों में पेयजल के लिए 1600 करोड़ रूपए की उत्तराखण्ड अर्बन वाटर सप्लाई प्रोजेक्ट महत्वपूर्ण पेयजल योजनाएं हैं, 952 करोड़ रूपए का उत्तराखण्ड क्लाईमेट रेन फेड फार्मिंग प्रोजेक्ट भी स्वीकृत किया गया हैं, नमामि गंगे कार्यक्रम के तहत 31 नये सीवरेज ट्रीटमेन्ट प्लान्ट का निर्माण तथा 6 एस.टी.पी. का अपग्रेडेशन किया जा चुका है। गंगा नदी में प्रदूषण के रोकथाम के लिये 128 नालों को अवरुद्ध किया गया है। 300 मेगावाट की लखवाड़ बहुद्देशीय परियोजना के लिये निविदा भी आमंत्रित कर दी गई हैं। 1930 करोड़ रूपए से टिहरी झील के विकास का काम किया जा रहा है। उन्होंने कहा अमृत योजना अन्तर्गत 7 शहरों में सीवरेज, पेयजल, ड्रेनेज, पार्क आदि के लिये 593 करोड़ रूपए की योजनाओं पर काम चल रहा है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा की प्रधानमंत्री के मार्गदर्शन में राज्य सरकार उत्तराखण्ड के चहुमुखी विकास के लिए समर्पित भाव से जुटी है लोगों को योजनाओं का लाभ मिले और उनकी समस्याओं का समाधान हो, इसके लिए सरलीकरण, समाधान, निस्तारण और संतुष्टि के मंत्र पर सरकार कार्य कर रही है। उन्होंने कहा अपणि सरकार पोर्टल, ई-केबिनेट, ई-ऑफिस, सीएम हेल्पलाईन, सेवा का अधिकार और ट्रांसफर एक्ट की पारदर्शी व्यवस्था के चलते कार्यसंस्कृति में गुणात्मक सुधार हुआ है। इस सिलसिले में अब प्रदेश का कोई भी व्यक्ति 1064 पर शिकायत कर भ्रष्टाचार को समाप्त करने में योगदान कर सकता है। अपने वादे के अनुसार हमने समान नागरिक संहिता के लिये समिति का गठन कर दिया है। समिति की तीन बैठकें भी हो चुकी हैं। वृद्धावस्था, विधवा और दिव्यांगजन पेंशन की राशि को एक हजार रूपए प्रतिमाह से बढ़ाकर 1500 रूपए प्रतिमाह किया गया है। वृद्धावस्था पेंशन योजना के अंतर्गत पात्र पति व पत्नी दोनों को लाभ मिलेगा। शीघ्र ही हम गरीब परिवारों को तीन सिलेण्डर मुफ्त उपलब्ध करवाएंगे।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा की चारधाम सर्किट में आने वाले सभी मंदिरों और गुरूद्वारों में भौतिक ढांचे और परिवहन सुविधाओं के विस्तार किया जा रहा है, उन्होंने कहा कुमाऊं के पौराणिक मंदिरों के लिये मानसखण्ड मंदिर माला मिशन पर भी काम कर रहे हैं। पर्वतीय क्षेत्रों में रोपवे नेटवर्क निर्माण के लिये पर्वत माला परियोजना पर कार्य किया जा रहा है, साथ ही मल्टीस्टोरी पार्किंग, केविटी पार्किंग व टनल पार्किंग भी विकसित की जा रही है। हमारी सरकार संवेदनशील सरकार है। हमने पर्यावरण मित्रों और शिक्षा मित्रों के मानदेय में बढ़ोतरी की है व्यापारी दुर्घटना बीमा योजना की धनराशि को 5 लाख रूपए से बढ़ाकर 10 लाख रूपए किया है। उत्तराखण्ड देवभूमि ही नहीं, वीरभूमि भी है, देहरादून में भव्य सैन्य धाम की स्थापना की जा रही है। हमारी सरकार, शहीद सैनिकों के परिवार के एक सदस्य को सरकारी नौकरी में समायोजित कर रही है। मुख्यमंत्री ने कहा कि हमारी सरकार अन्त्योदय की भावना के अनुरूप विकास का लाभ अंतिम छोर पर खड़े व्यक्ति तक पहुंचाने का प्रयास कर रही है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में आयुष्मान भारत योजना, जीवन ज्योति योजना, जन धन योजना, गरीब कल्याण अन्न योजना, उज्जवला योजना जैसी तमाम योजनाएं चलाई जा रही हैं जिसका सीधा मकसद अंतिम छोर पर खड़े व्यक्ति को मुख्यधारा में जोड़ने का है। उन्होंने कहा हमारी सरकार ने संकल्प लिया है कि हम उत्तराखंड राज्य के 25वें वर्ष पर राज्य को प्रत्येक क्षेत्र में आगे ले जाएं। राज्य के विकास की यात्रा अकेले सरकार की नहीं अपितु सामूहिक यात्रा है।
विधानसभा अध्यक्ष ऋतु खण्डूड़ी ने अपने संबोधन में कहा कि राष्ट्रीय ध्वज हमारा अभिमान है हमारी भारतीयता का प्रतीक है। तिरंगा हमें एक माला में पिरोता है और तिरंगे के नीचे हम सबको गर्व महसूस होता है। उन्होंने सीमा पर अपने प्राणों का बलिदान देने वाले अमर शहीदों एवं राज्य आंदोलन में शहीदों को श्रद्धांजलि देते हुए नमन किया। उन्होंने कहा उत्तराखंड राज्य की स्थापना पर्वतीय क्षेत्रों को विकास को ध्यान में रखकर किया गया है और सरकार इस दिशा में लगातार कार्य कर रहे हैं। राज्य विधानसभा को हाईटेक किया जा रहा है। इस दौरान विधानसभा अध्यक्ष ने गाड़ी से विधानसभा परिसर में आए स्कूल की प्रत्येक बच्चे को ₹501 की धनराशि देने की घोषणा भी की।
चिकित्सा स्वास्थ्य शिक्षा एवं जनपद की प्रभारी मंत्री धन सिंह रावत ने आजादी के अमृत महोत्सव की हार्दिक बधाई दी। आज हम सब आजादी की 75 वर्षगांठ मना रहे है और सौभाग्य है कि हम सब इसके साक्षी हैं। प्रदेश में प्रत्येक घर पर आज तिरंगा लहरा रहा है। उन्होंने कहा कि हमारी सरकार स्वास्थ्य व शिक्षा को मजबूत बनाने की दिशा में लगातार कार्य कर रही है। गैरसैंण में जल्द ही उप जिला चिकित्सालय खोला जाएगा।
इस दौरान कर्णप्रयाग विधायक अनिल नौटियाल एवं थराली विधायक भोपाल राम टम्टा ने माननीय अथितिगणों का अभिनंदन करते हुए सबको स्वतंत्रता दिवस की बधाई दी।
इस दौरान केबिनेट मंत्री डॉ धन सिंह रावत, कर्णप्रयाग विधायक अनिल नौटियाल, थराली विधायक भोपाल राम टम्टा, पूर्व विधायक मुन्नी देवी शाह, जिलाधिकारी हिमांशु खुराना, पुलिस अधीक्षक श्वेता चौबे, एसडीएम संतोष कुमार पांडेय एवं अन्य लोग मौजूद रहे।
