उत्तराखंड : विधानसभा भर्ती घोटाले की तर्ज पर राज्य के शीर्ष अधिकारियों ने एक मैन पावर सेवा प्रदाता एजेंसी के माध्यम से नियम कायदे ताक पर रखकर उत्तराखंड के कई योग्य युवाओं के साथ छलावा कर उनकी आशाओं पर तुषारापात कर एक और घोटाले को अंजाम दिया है। उत्तराखंड में सरकार द्वारा आईफेड समर्थित रीप परियोजना को स्थानीय समुदाय की आजीविका बढ़ाने के लिए प्रारंभ की गई है जिसको जमीन में उतारने का जिम्मा उत्तराखंड ग्राम्य विकास समिति को दिया गया है। परियोजना के माध्यम से विभिन्न विशेषज्ञों के सैकड़ों पद सृजित किए गए है। सरकार ने इन पदों को भरने के लिए इंडक्टस नाम की एक कंपनी को ठेका दिया गया। इस कंपनी 350 रुपए का शुल्क निर्धारित कर एक विज्ञप्ति निकाली गई जिसमे हजारों युवकों ने आवेदन किया गया। खास बात यह है की विज्ञप्ति में चयन में पात्र अभ्यर्थियों की छटनी के लिए किसी भी प्रकार के मानक नही बताए गए। विश्वस्थ सूत्रों से पता चला है परियोजना के उच्च अधिकारियों द्वारा अपने मन माफिक लोगो की सूची तैयार कर समंधित संस्था को दी जा रही जिसे इंडक्टश संस्था अधिकारियों के चहेते लोगो को शॉर्टलिस्ट होने का पत्र भेज रही है। चयन में अधिकारियों द्वारा किसी भी प्रकार का कोई भी मानक लागू नही किया गया है। गौरतलब है उत्तराखंड पहले से ही पलायन का दंश झेल रहा है और राज्य में तैनात तमाम अधिकारी अपनी कार्यशैली से इसको और बढ़ावा दे रहे है जिससे हुनरमंद युवाओं में घोर निराशा है और वह पलायन के लिए अन्य राज्यों में जाने को मजबूर हो रहे है। इस तरह मन मौजी अधिकारी उत्तराखंड के युवाओं के लिए अपशकुन बन रहे है। हालात यह है कि राज्य सरकार ऐसे अधिकारियों को पनाह देकर गहरी निंद्रा में है।
