पांच बार से ज्यादा चालान हुआ तो लाइसेंस होगा रद्द, केंद्रीय मोटर व्हीकल एक्ट के नए नियम लागू
यदि कोई व्यक्ति एक जनवरी 2026 से 31 दिसंबर तक एक वर्ष की अवधि के भीतर पांच या अधिक बार यातायात नियमों का उल्लंघन करता है तो इसे एक गंभीर श्रेणी के अपराध के रूप में दर्ज किया जाएगा।
उत्तराखंड में अब पांच बार से ज्यादा चालान कटा तो चालक का लाइसेंस रद्द हो जाएगा। वहीं, परिवहन विभाग अब चालान न भुगतने वाले डिफॉल्टर की सूची तैयार करेगा, जिनके वाहन पुलिस जब्त भी कर सकेगी। केंद्रीय मोटर व्हीकल एक्ट के नए नियम उत्तराखंड में भी लागू हो गए हैं।
संशोधित नियमों के अनुसार, यदि कोई व्यक्ति एक जनवरी 2026 से 31 दिसंबर तक एक वर्ष की अवधि के भीतर पांच या अधिक बार यातायात नियमों का उल्लंघन करता है तो इसे एक गंभीर श्रेणी के अपराध के रूप में दर्ज किया जाएगा। अगर पांच या अधिक बार चालान कट जाएगा तो चालक का लाइसेंस रद्द हो जाएगा। हालांकि, राहत की बात यह है कि पिछले वर्ष के अपराधों को अगले वर्ष की गणना में नहीं जोड़ा जाएगा।
चालान भुगतान को लेकर ये नियम हुए लागू
अब इलेक्ट्रॉनिक माध्यम (एसएमएस या ई-मेल) से चालान की सूचना तीन दिनों के भीतर मिलेगी। भौतिक चालान 15 दिनों के भीतर दिया जाएगा। चालान जारी होने के 45 दिनों के भीतर इसे स्वीकार कर भुगतान करना होगा या पोर्टल पर चुनौती देनी होगी। यदि 45 दिनों तक कोई कार्रवाई नहीं की गई तो चालान को स्वीकार मान लिया जाएगा और उसके बाद अगले 30 दिनों में भुगतान करना अनिवार्य होगा। यदि आपको लगता है कि चालान गलत कटा है तो आप इसे पोर्टल पर दस्तावेजी साक्ष्य के साथ चुनौती दे सकते हैं। यदि अधिकारी आपकी चुनौती को खारिज कर देता है तो आपके पास कोर्ट जाने का विकल्प होगा लेकिन इसके लिए चालान राशि का 50 प्रतिशत हिस्सा पहले जमा करना होगा।
डिफॉल्टरों की ब्लैकलिस्ट बनेगी
नियमों का पालन न करने वालों पर सख्त कार्रवाई करते हुए सरकार ने प्रावधान किया है कि जब तक लंबित चालानों का निपटान नहीं होता, तब तक वाहन के रजिस्ट्रेशन या ड्राइविंग लाइसेंस से संबंधित किसी भी आवेदन पर विचार नहीं किया जाएगा। पोर्टल पर वाहन को संव्यवहार न किया जाए यानी उसे बेचा नहीं जा सकेगा की श्रेणी में डाल दिया जाएगा। अधिकारियों को नियमों का उल्लंघन करने वाले वाहनों को जब्त करने का अधिकार भी दे दिया गया है।
